Again, I've queried the library and forums and haven't been able to get any reference to: Arena of Command: Any time I've visited it, I could not make anything happen.
Should I be looking elsewhere?

The Arena of Command was a plot-point area in previous quest arcs, namely the PvP ones as well as a staging point for a couple former tournaments. It remains an excellent place for players to use as a waypoint, place for duels/PvP and who knows, might be seeing some action in a coming monthly event...
