I just respecced to full dps again since you took heavy hit and assault off the same cooldown. However the tooltip for heavy hit says deals 50% extra damage on snared or rooted targets, this seems to be incorrect, it appears to not do anything extra against snared targets.

It has been a long time since I used heavy hit since I'm a 2h user mostly so assault was always better so I'm unsure if it just recently broke or has been for a long while.

You're right, that isn't working as intended. We looked into the issue and are getting a fix in the works. Thanks for letting us know!
