Is the Boots of the Lygar still in the game?

The Library stated 250 leather working. If it is, where to get the recipe?

Boots of Lygar recipe was created after the Dawning was completed and is not in the game as of yet
This recipe is also suppose to require LeatherMarket rank 5 [which was required to complete the Dawning] before you can even learn it.

Thank you for the information. Speaking of the market studies (leather, blacksmith, etc), are there new recipes to be gained under the current state of the game? Or the market studies only enable daily crafting quests or something? Thanks.

The studies atm, only provide dailies, that give an item, that will be used in recipes later on.
