is there a place that has all the spells listed and at what level they become available? looking in the lbrary at specific actions like touch of harming has no info on it.

It appears as if the library is not quite complete. If you make a healer, and then run him to closest town after the starting town, you can check the trainer. Just check "unavailable" and you can look at all the spells and their descriptions when you select them.

I know this isn't really what you're asking for, but since it doesn't otherwise exist in a list here is something I have this lying around from beta. This lists the cast time growth for the main bolt that you can't get from the trainer.

Totally did not see the checkbox, i will try it !

also are there spells only available after studying some stuff?

in the main town there is a 1 gold study that looks like it says some abilities are only available through studies.

Of course. There are a few that are gained via the Talent tree... such as the Healer's "Darkside" spell.
